ODOT still hosts its 2009 supplement. Its 2024 procurement response says it will adopt the national 11th Edition. Those two documents establish an older publication and an adoption intention, not the final effective date or the continuing applicability of each older provision. Use current ODOT guidance to resolve applicability.
